Default Sale of goods - does it apply to service type industry?

Having just moved from Derby to Northampton, am having a bit of a problem transferring a "service" type product, ie, gym.
I was told when joining/paying that it could be transferred but have now had a letter stating that neither outlet takes part in the transfer process - on calling I was told it was a head office decision and they were actually stopping all transfers as of last friday (26th).They received the letter on the 15th march.

They denied a refund when asked.

Am I right to assume I can claim a refund as the conditions of sale have changed from purchase/signup? It's not a massive amount, it's the principle - these fvckers just try and screw every penny out of you. Not sure where I stand as it's not a product ala general sale of goods and it's not a service ala supply of services act..........
