If your salary paid then the company get an extra day out of you for the same money on leep years. Surely it should be a national holiday on these grounds?

If you're paid a monthly salary, it's paid regardless of how many days there are that month. You'd need to be paid daily or hourly to benefit from the case you describe. You kind of have a point though - perhaps we should be paid less for February and more for, say, January? It's not really a salary then, though.
Another Bank Holiday would be nice though, wouldn't it?

Even on a "leap" year, Feb is still 1 day shorter than any other month, so if you are paid monthly, you still get paid for a day you haven't worked rather than getting paid for 2 (on average).
In reality, if you are salaried you pay is based annualy and is then divided up by 12. So you are paid X per year which is for 365.25 days. So in reality you get paid for weekends, holidays, bank holidays etc. You also get paid an extra 1/4 per year which you have to "pay back" every 4th year
