Of course it's a scam.
But if you're not sure, mail support at e-bay and ask them.
Better yet, look at the message headers and see where it actually comes from. And where the page you go to is really. My bet is the originating domain ends in .ru - there's a big run on e-bay scams, viruses and 'phishing' going on at the moment and it all seems to be based in Russia.

got an email a few days ago from Ebay warning of this. do not enter any details.
If you get anything like this from any copmany NEVER fill them in they will never ask for all that info in one go
