Using Sidelamps/Fog Lamps or Blown Headlamps

Whilst been given a lift back home along a busy main road at night. I decided to count the amount of cars using incorrect lights i.e Just sidelamps in the dark, or foglamps or with blown headlamp bulbs...
Along this 3 mile stretch of single carriageway, counting only cars in the oncomming direction I counted 26 offending cars.
Now if the Police wanted to do something useful, they could just set up one car (2 coppers) in a layby on that road, and flag down all the offending cars. Fine them and give them all producers - As I bet half of them either don't have insurance, tax or MOT.
I'm sure it would create more revenue than Speed cameras, catch more tax/insurance/MOT offenders. Educuate driver to check their lights on a regular basis, and educate them on how to use them. And finally get some of the ***** using their fogs to switch them off!

Letter to your chief constable might get more attention than you'd think.
I did it once when the council changed lane priorities here, and people ignored it ,and I was cut up two days running, obeying the rule.
Two days after my letter, traffic were there, and stopped everyone not doing it right.
The downside is that they almost always just get a warning for it.
