How to remove rust spots?

Just had a new rear number plate fitted on our motor & there are now small rust (looking) spots visible just below the new number plate (old number plate was positioned slightly lower).

What's the best way to remove them?
Will they polish\tcut out?

The paintwork is silver metallic

Yup, Body Shop. Oil of Ylang Ylang should do the trick

Rub it down, primer it and paint it.

Rub sea salt into to cracking paint, repeat a few times, and 'en voiler', you have a hole.

Yeah, do what yoza said . . . but don't forget the Ylang Ylang oil afterwards. No-one like a smelly hole

if it is rust then painting is only option
