Mobile phones and "Emergency/SOS calls only"

Why does this happen?
My mobile displays this when it's indicating zero network coverage. Surely if there's no coverage then you should be unable to make a call, Emergency or otherwise? Unless the handset has some way or forcing a call through if it has to? What's the story...?

The display on the phone is not a true received signal strength indicator (RSSI), it only displays the signal strengh relating to the network it is connected to (and even this is not true because it does not indicate whether the network has any capacity for a call in that cell). IIRC When you dial 999 or 112, the phone will search for any network to try to connect the call (i.e. it will try to roam if the home network is not available), but the display will still only show the signal for your home network.
