i've got a with profits bond with royal london but now they say there are no profits, i said at the start to the advisor i didn't want any policy where the capital could go down, he said this one the initial investment couldn't go down and a bonus was paid every year, now it seems the capital can go down and there is no bonus every year, i've been to the fsa but they said because i signed the papers theres nothing they can do, i have to wait until may so royal london can't charge me for taking the money out, so now i need somewhere to put it to get a return, its £14k

Maybe i'm missing the point, but how would an offshore bank account be beneficial to you in this situation? What are you trying to achieve?
