Traffic warden wonkers

i was passing a car park today and a traffic warden was taking a picture of a car and he gave it a ticket just because the car wasn't in between the white lines correctly,
it wasn't over the lines and there were cars either side so it wasn't taking up two spaces, it just seemed that, it wasn't parked square to the lines,
then i stopped outside a shop and another one pounced, do the councils not want shoppers in the cities to shop, because these wonkers seem to want to put a ticket on at any opportunity, is a wardens job not to warden and at least try to help drivers???

Huge ammount of tickets are given to cars in Golden Square and Soho Square each day to cars not parked there at that time. They just note down regular car details to top up their daily quota. I believe at this moment 3 undercover reporters are working/training for the private companies that cover london... Should make intersting reading.Within a few months Digital cameras will be used to prove parking offences.
What I hate most about them they almost refuse to talk or answer questions. They just walk away or continue to issue the ticket. fresh hot coffee tends to grab their attention.....
