It's not the police's fault, but the law's.
The police merely uphold the law. The law says indecent exposure is illegal so the police arrest him.

Some things are inexplicable.
Why is it perfectly OK for a bloke to show nipples, but not for a woman/girl?
Why is it NOT OK to show genitals?
Why can you say "suck" and "muck" but not "****"?
And why can you say "hunt" but not "****"?
The last two CAN'T be because of what they refer to, as it IS OK to use other terms for the same things
Who decides these things, and why?

FP yes indescent exposure is against the law but there is no law about being naked, to be done for indescent exposure a blokes dick has to be hard or in a women the inside of her downstairs bits must be visible. If she is standing there just naked no offence is being commited.

The 'p***ce' (ha!) turn a blind eye when it suits them. I have seen them driving by loads of vandals, graffiti 'artists' and yobbo's just cos they have something more 'important' to do, like catch speeding motorists or watch David Blaine.......... Grrrrrr..

Every night on television there are programmes and films that contain terrible violence towards others - cold blooded murder, people being shot with machine guns, people being stabbed, people being beaten etc.. apparently it's entertainment and totally acceptable. Children don't even flinch at the sight of someone being shot to death.
A man walking around naked however - now that's offensive.
But hey, that's how it should be right? We're civilised beings remember.

I don't think he was arrested for breach of the peace which is basically - 'Harm is done or likely to be done to a person or a person's property in their presence'. He would have been locked up for indecent exposure contrary to the vagrancy act, charged with that offence, went to court and the court gave him a bind over to keep the peace.
Yes it is an offence, so is criminal damage to cars. If the guilty parties of these crimes are in the area they will be arrested.
Bare in mind some offences are called 'complete offences' such as this - where officers turn up, the blokes naked in public and so gets locked up. Other offences such as criminal damage need proof to charge an offender to court. Not the police's fault but it is the way the law is set.

Don't forget he's still in Scotland. The Scottish laws are slightly different to England's.

denied committing a breach of the peace in Evanton, Ross-shire and breaching existing bail conditions.
He was remanded in custody until his trial on 7 January.
Gough was given a three month prison sentence on Friday after being found guilty of breach of the peace by walking naked on Cromarty Bridge in Ross-shire.
However, he was released because of the time he had already spent in custody.

Theres a bloke in Frankfurt, affectionately known by the locals as the Naked man of Saxenhausen (a district in Frankfurt) who just wanders around the city completely starkers and nobody ever complains 'cos he's not harming anyone!
I saw him once when it was lashing it down. I got soaked to the skin and it took hours for my clothes to dry once I found shelter. No clothes = no problem! Who's the crazy one there then?

That is because Mary Whitehouse never lived in Germany and the Germans have more savvy when it comes to things taht aren't really that important, just check out the mixed naked saunas here!!!!
