Best hi-fi amp? There's some debate, but some of the audionotes are very highly rated, at about £70k for mono power amp.
Assume you mean at up to £250? Personally, have never been a great fan of the sound of technics' amps, but that isn't to say it'll be wrong for you. With all hi-fi things it's down to:
(a) getting a sound you like
(b) getting an amp that works well with your speakers, cables, CD player etc.
(c) getting an amp with the features you need. If you want 5.1 channel, the answer will be a lot different to if you just want two speakers, and don't need fancy signal switching
Therefore, suggest go out and audition several, using your speakers, CD, cables and the like

Technics were never top dog when I used to follow HiFi. i'm running a Musical Fidelity at the moment. Mission and Arcam are also very good as mentioned. I also have a Yamaha AV amp.
Depends entirely what you listen to and what speakers / cable you're using as well.

for that sort of money i would look at a denon or a nad. maybe sony, too. i had a technics at one point but it left quite a bit to be desired. my older and cheaper nad was better.

You could pick up a secondhand 405 and a 33 pre-amp for about that amount. I run a Quad 67/66/606 as my main system but still love the 33/405 I use in my bedroom. Looks almost art-deco but still sounds good. We used to install 405s in studios back in the 80's and I've loved them ever since.
