Here's a link to the Regulator for Royal Mail in the UK. They suggest (on this page) that if you have a complaint then you should complain to RM first. If you don't get satisfaction from them, then contact Postwatch (0845 6013265).

I brought Tickets to a concert for tomorrow and they have been sent by Special Delivery.
Guess what.....? Postal Strike, they havent turned up on time!
Well I will have to see if I can contact the Seller as I didnt buy through the Box Office!

If the seller refuses to refund them (which I think they might) complain to Royal mail! By rights you pay for a service and that service is what you expect. If they can't deliver them ontime because THEY went on strike and you loose out, then it is entirely their fault and they should re-imburse you for the cost of the tickets!
If they refuse! complain to watchdog or some regulator or the postal service, No idea who that is but I imagine there is one!
