Pointless exercise from I have seen lately. (S)Cameras pop up left right and centre on roads where guaranteed offenders will generate money, and appear on such roads overnight.
But, come the time where they're needed on a road (such as the one in Staffordshire) where there has been a string of fatalities in accidents, then the officials say it will take up to 12 weeks to address the situation.
Good luck with your idea though... though if it doesn't generate revenue, and actually stops people from speeding or driving dangerously, it will be quickly swept under the carpet, so as not to ruin the current scam with the cameras...

If its anything like my old suggestion, you're saying the high level brake light (force older cars to have one fitted) will come on when the brake pedal is pressed harder.

I'd contact a manufacturer rather than a government agency. Most of the current safety features of cars have come about as a result of marketing fads, which have then later become legal obligations.
