Read/saw/heard somewhere that they are going to start installing cctv cameras over speed cameras, to observe/catch anyone damaging them.
The cctv cameras would be mounted on very high places, out of harms way .

Yeah, that was on the front page of the Times a day or two ago. I wonder if they're going to install CCTV cameras to make use these CCTV cameras don't come to any harm...?
Even if they were up on poles, an air-rifle should be able to take care of it, wouldn't it? Or am I over-estimating the power of those things?

Balaclavas - good idea . As if anyone would 'do' a camera by calmly parking upnext to the Gatso in their own car, get out without disguise and then get to work...!

On another track, not that I'm encouraging people to do it, but, .....what if you fired a pellet from a high powered air rifle at a speed camera?
Would it trigger, and photograph you doing it?
And would it put the lens out of action?

Could't you just pay some kids to do it - they seem to be untaouchable by the law - some have over 200 convictions and still live at home with their mother and father

No, I doubt that a pellet could trigger a camera. Far too small. I'm sure some enterprising young whipper-snapper could be persuaded to find, for a few quid, what an air rifle is capable of.
