Highwaycode: people crossing road.??

What is the official law/guidelines about people crossing the road and cars. Does the pedestrian always have right of way etc??? Or does the driver have to ensure that it is always safe etc to proceed in th erad???

except when they cause an accident (ie get run over) and it is deemed to be them at fault, and the driver completly exhonerated of any blame

I always let pedestrians go whether they have the right of way or not. Unless of course by doing that I'm likely to get smashed into by someone not expecting courtesy in this day and age.
The way I look at is I'm in a potentially lethal object and need to exercise care and good manners when driving it. Takes only a second of my time and creates good feeling all round.
