Should I have...?

Driving home down the A12 this afternoon I came up behind a lorry. After a couple of seconds I thought "something's wrong here" but couldn't place it, couple of seconds later I'm braking hard and I realise he's showing no rear lights, zip, zilch, nada, not one.
The rear light clusters were covered by mudflaps which were folded / bent in half so they exactly hid the lights!
So, I think I'll just make a note of his number and inform the police. Only problem is, no rear number plate, just a big plate saying "Motorway Maintenance".
The upshot of all this is, eventually I pass him and get the reg. and when I got home I phoned the police with the details, but what I'm asking here is should I have stopped and flagged him down or did I do right?
BTW my seven year old daughter who was in the car said "that sign should say Motorway Menace"
