Saw a speed enforcement vehicle (camera mounted in a transit van) on an overbridge in the SPECS 'zone' on the M6. What's that about?
Either calibrating the SPECS, unlikely; don't trust the SPECS ; or SPECS doesn't actually work

Do you mean the bit just after the Thelwall Viaduct? Probably catching people who put their foot down after they leave the viaduct but it's still a 40 zone (then you see them all brake hard for the last SPECS cam )

No, it was on the South side of the overbridge over the Southbound carriageway at J21. Well within the SPECS 'controlled' zone.
However, it is a favourite of mine to join at J21 southbound and rip up to 70 before the first camera, upsetting all the people who are mid SPECS and can't respond But as I'd just driven past them on the overbridge I was a bit more cautious
