My folks have the car parked in the garage but they dont use it much cuz they fly to and from Hong Kong. is it possible to buy a road tax for a month only?

No only 6 or 12 and then you have to cash it in for a refund.

Not directly. You'd have to buy 6 months worth then surrender the remaining complete months for a refund when they left.

Better to buy 12 months and then get a refund works out a little bit better...
