Who sang this ? i have googled but havent come up with anything in stone.

I thought Andy Williams wrote it, but it was originally a US hit for the Four Seasons in 1967, and was written by the group's Bob Gaudio and their producer Bob Crewe.

"Can't take my eyes off of you" written by Bob Crewe and Bob Gaudio and performed by many artists including Frankie Valli, Andy Williams and possibly most famously of all The Pet Shop Boys who segued it with their version of U2's "Where the Streets Have No Name" - I kid you not!!
