adp,you may be right but they use 2 fixed points must be at least 1/8 of a mile apart as long as they have the distance entered in the equipment it will give a reading (i 'm sure they use the square white marks you see on the road,helicopter vascar is also available,beleive it or not).

You do not have to be followed on a vascar check and you do not have to be stopped.
Vascar measures speed over distance between two set points and gives an average speed not absolute, and the fact that it was a plain vehicle (enforcement car) makes no odds.
In terms of being stopped, there is no obligation , but it is usually done as a courtesy at which point if you are going to be reported you would be given a verbal NIP. However, if you were not stopped and the intention is to report you, then a written NIP must be sent to the last known registered keeper (which includes current) within 14 days of the commision of the offence.
