Just bought a new phone and had my old Vodafone number ported to the new O2 contract. Phones4U then said they couldnt give me the handset until the number had been ported. Normally I would think this a bit suss but various online retailers said the same when I checked. This wasnt the case with my last phone. I got a new Vodafone fone and used my old Orange sim until it went dead, then I knew the port had occured and put my new voda sim in - job done.

it depends on who you are with at the mo and who you are porting numbers across to....
taken from a mobile selling website.....
Please note that each network has their own rules regarding number ports. For
instance, both Vodafone and O2 require your existing mobile number to be
ported to your new phone at point of connection. We therefore require your
PAC code beforehand.
However, Orange and T-Mobile are able to port your existing number onto your
new handset at a later date.

even going from voda to voda with a different service provider, they wont give the new handset because it takes a couple of days for the PAC code to come through.
