Exposed cables

My nextdoor neighbour for some unexplained reason dug up his front garden, when i mean dug up he dug about 4ft of it. By doing this he exposed a clay pipe which was broken, what looks like an electric cable and another cable. This happened over a year ago and since then he's had ntl installed and they left their cable exposed (nowhere to lay it under).
What is the legality of this? i thought all cables had to be so far under the ground?
The guy is a plank, he spent a week planting shrubs on a bit of land behind his house and after a week started parking his car on it, he took his wall (stone) from the front garden and built a 8ft mountain at the back???????????????

your best course of action is to ignore the fool if you can. Otherwise try to laugh at his idiotic ways- if you get annoyed you'll give yourself a heart attack. Oh and shop him to the council over the hazard.

it's not a problem i have with him but im worried someone might cut the cables and the power and whatever the other cable's for might affect me - i don't want to be without power because of him

I *believe* that if he does damage drains / sewers / cables etc then the utility company which owns them can sue him for cost of repairs etc .... which if it's true should sort out his little "Ground Force" endeavours
