Just a warning that your VGA monitor may not sync low enough on the horizontal to do this - you need a monitor capable of 15kHz on the horizontal to show standard video, and not many are able to do this - most have a lot higher minimum as standard VGA is 31.5kHz horiz sync.
Note also that this is HORIZONTAL frequency, in kHz, and not VERTICAL frequency.

In theory, you could use a PC monitor to receive the RGB output from the PS2. I doubt if a lead is available so you'd have to buy a PS2 RGB Scart lead, chop the scart plug off and wire on a VGA 'D' plug.
