Have a read of Everything that you wanted to know about speed and traffic-light cameras but were too afraid to ask (or more correctly, "why it is all down to money"). This is the government report (out yesterday, Tuesday 11th Feb 2003) that will be used to justify a tripling of the number of GATSOs in the near future.
Oh, and to show what quality information is available, the two Tables at http://www.dft.gov.uk/pns/DisplayPN.cgi?pn_id=2003_0020 contain exactly the same information. This government is soooooo good at cut-and-pasting
Interestingly, KSI (Killed or Seriously Injured) went up by 15% in Essex, and PIA (Personal Injury Accidents) went up by 14% in Thames Valley
