Licence to vote?

I personally think that you should pass a test in order to be allowed to vote.
I mean someof the halfwits around me have no idea of what economics is, and wouldnt if it bit them so why should they ba able to vote on who represents the country.
On the other hand, why should something as meaningless as the Cencus be compulsory, yet you get to vote based on whether you can make it to the voting station (or get off your fat **** for the labour voters? )
