Best High interest account?

Who's the best bank/building society to invest with, a mate has had a windfall (c.30K) and needs good rates of interest with med to low access.

Has he got a mortgage? If so, go for an 'Australian' account. Woolwich Open Plan offset will give the equivalent of about 6.3% gross. Virgin One account is similar. Other than that, if no mortgage, Legal&General are doing a split deposit/distribution bond account offering 6% for a year from opening. Not sure of minimum investment but I think it is a 5k split.
