I might have got this wrong (and probably have) , but isn't it just a menu option in the DVD menu?
You can choose your country, and one of them on the list is USA.
I say this as I have a dvd of dubious content , and it wouldn't play (just a white screen, I could hear the soundtrack)with UK selected.
I changed this to USA and it worked.
(There was lots of crap about parental control etc also. I was impressed the PS2 knew.)

Aero, unfortunatley country locking is part of the licencing agreement each DVD hardware supplier has to abide by (as well as macrovision).
If only it was as easy as that.
The original JAP PS2's (like mine), have got a key combination hack to enable multi-region, but all later PS2's JAP/USA/PAL have not got this ability and no chip is available..................yet!

Modchip IS available for PSX2, but they include no schematics as to how to install, plus they say they'll send a new chip if your doesn't work, so I'd avoid right now.
I'll guarantee you'll have region free DVD by early bext year!
