He said public place, which if it is a public place and not a private track/runway the normal regulations and limits apply. There was an amendment to the law a few years back to apply the laws governing the public highways also to private land which the general public have access to, i.e. car parks. This was done to stamp out idiot driving in supermarket car parks etc etc.

Is the sky private or public? No speed limit there. Similarly on the sea, I guess - but planes are generally faster than boats. I also don't believe there is actually a speed limit for pedestrians, so if you can walk/run at 2000mph, that would be legal. Unfortunately I'd struggle to top 20.

I would rate the sky as a public place and there is no speed limit in the sky BUT as said already Sonic booms are illegal "over" uk mainland so that kinda limits things to circa 630mph (weather dependant).

So, how high do you have to be before you're not in the UK anymore?
There are some serious revenue implications here, all those satelites(sp) going over at silly speeds. Get some Gatsos up tthere and leave us earthbound motorists alone.

Im not sure that race tracks and the likes count as they are not really a "public place" as you have to pay for it and access is restricted (so not public and i doubt you could go driving round one at 3am )
Public itself means open to the public (ie free access) so myself and most others would count that as a road etc, thus you would be limited by the rules of the land for that (ie the law) and would need to obey the speed limits.
