Why are some people's gardens like cesspits?

On the train journey to work, i can't help notice how many "gardens" there are that resemble some sort of slum. Even some plots on new housing estates have become delapidated overgrown jungles, littered with spare tyres, washing machines, mattresses and setees.
How/why do people live in such squalour?

Tell me about it Our neighbours rent and don't give two tosses about the outside of "their" house. The rest of the cul-de-sac is lovely and tidy and this one is the only one that stands out like a sore thumb.
Their garden is digusting with 3-4ft high grass and ant hills the size I've never seen in my life A knackered shed, fence posts down (not on our side though, we own them so have made sure they are in place ), litter - its just disgusting. They even leave brochures and flyers on their path to get wet and soggy just by their front door and walk through them to get in the house - I just don't get it
Its very hard to keep our garden nice with all the crap that comes through as a result of next door Slug army for example [img]images/smilies/mad.gif[/img]
Is it possible to get onto the owner of the property to get something done? Surely they have a clause in their contract with him that says they have to maintain the grounds?

Complaint to their landlord. The last thing that he should want is to upset you. He may have to move back in one day.
If they rent via an agent then complain to them. They will sort it out. Get other neighbours to do the same.
