Nokia 8310 restriction code

Does anyone have an idea what this is about please? J.r-xrs has a BT PAYG phone and when he got in tonight the phone wanted a restriction code.
This phone has not been unlocked or anything fancy like that , so what does he have to do? There is no reference to it in the manual.
