I use Sonic Foundry Sound Forge. I rip the tape/LP to a wav file, run some filters over it, split it and save it as MP3s.

You could skip the covert to MP3 bit and burn straight to CD.
There are quite a few freeware options available. Have a look in CNet or something.

I think the one I use was downloaded. It's a vinyl restoration plug-in. Can't remember where it came from. Gets rid of all the pops & crackles and also reduces hiss.

If you burn your wavs to CD with Nero then you can add filters while it writes the disk

The best software for recording LP to .wav files and then cleaning them up is Cooledit 2000 + declicking plug-in. You can download it from http://www.syntrillium.com. It costs about 60 quid, but it is well worth it. For really crackly LPs look at http://www.a-reny.com/iexplorer/restauration.html for hints and tips.

I am recording from a Linn LP12 via the pre-amp and an Edirol audio interface - i.e. via a decent sound card with good A to D converter and proper line inputs and outputs - onto a Dell laptop.
Then burn the .wav files to CD, which should play on any CD player.
Use halfway decent blanks. Cheap dat Blanks may not play on some CD players, but there is no need to go to the expense of special audio blanks.

Good luck.
