He would be out of luck where I live. In winter my county can't even afford to put salt on the b-roads, but the adjoining counties can. So you drive nicely through Berkshire then slide into a ditch in Oxfordshire.

I don't know. Looking around the various leasing companies, the all singing all dancing v8 seems to be between £1600-£2200 a Month. And in my experience of councils, they are hardly renowned for shopping around for the best deal.
