I usually go for Region 1 discs due to the extra features, DTS sound, early availability compared to R2 etc, but went for Region 2 for this film because both releases are identical and PAL technically offers a higher quality picture. You would probably be quite hard pushed to notice any real difference on good quality releases, but PAL DVDs have 576 pixels of vertical resolution versus 480 pixels of vertical resolution for NTSC so R2 should offer the best picture quality. Normally Region 1 is always the best option, but every so often R2 discs can match them in terms of features, quality etc.
