STi7 PPP - Makes you blind and deaf (has Midlands content)

Pulled up lights in centre of Hereford this afternoon (about 4.45p.m.) and there was this STi7 (that I happen to know has had the PPP). Flashing my lights and beeping the horn did not attract the attention of the driver even though he was looking directly at me.
Does PPP cause problems of this nature ?
Registration of car begins with a T and has five characters total
(OK, me and missus was in the Mazda, but even so...)

Ahhhh, I did notice the strap on wellies on the back seat. In fact, I'm sure I could hear "Baah" noises coming from the boot
