The bloke HT04 mentions is 'ollyrama' - just search for turbo blanket on ebay.
Turbo blanket, Turbo beenie,Turbocharger heat shield on eBay (end time 23-Sep-09 00:26:50 BST)
Not the best pic, but one of mine fitted (bought from ollyrama)...
It works... I can put my hand on the blanket after driving... something which you really don't want to try without a heatshield/blanket on!

There are 2 metal-lined holes at either end. It should come with metal tie-wrap which just loops through the holes. I already had the intercooler off at the time, which made it easier to get my hands in to thread the tie wrap under the turbo/downpipe. It doesn't have to be done up tight - mine has never moved. I tried fitting it both under and over the wastegate actuator arm, and after advice from ollyrama, I left it over the arm but with a loose-ish fit.

I got mine from a place called pipewerx. Their website has since closed but this maybe the same place PipeWerx - VAG Lotus Engine Conversions and Performance Exhaust Specialist

Never seen one of these before, I take it the only purpose is to stop under bonnet temps getting to hot
Is it safe for the turbo? should it not be able to cool naturally with air flow through the engine

keeps high temps in and away from the rest of the engine i.e my i.k and tmic. also shouldent it benifit from cooling slowley, also keeps hot side hot so will aid airflow in theory??? i just want to keep temps down for the sake of my I.K and TMIC

I reckon I could make one of those out of a bit of old pipe insulation from work Or get a fire proof blanket and just cut a bit from it and wrap it around the turbo or get one of those cheap exhaust metal ties from Ebay (99p) job done

iirc they have several benefits:
it keeps under bonnet temps down = lower ict = safer for your engine & more power
it'll heat up the exhaust gases quicker due to less heat loss = more efficient & better spooling etc
higher exhaust gas temps will flow faster than colder = more efficent & more power
by cooling the oil in the turbo slower it'll be better for the turbo = less chance of the oil crystalising / less chance of turbo damage.
