PHOTOSHOP ELEMENT 6 HELP

Just got the above, and been playing around with it. help needed making it lower and the skirts colour, i just want to no the easy way, or propper way.

first attempt but tuck a few hrs.

Just use google mate and I Pm'd you a site to use. Lowering n colour coding are dead easy to do.
