Before you do anything, make sure that a) the headlights are both SEATED properly and b) the bulbs in question are both seated properly. I've come across a few people who have altered the headlight alignment only to find the light, or the bulb out of alignment
The alignment can be adjusted by turning the relevant adjuster, these are usually pointing UPwards and have hex, and cross point screwriver heads.
Stand the vehicle against a wall, about ten feet away, turn the adjuster one turn and watch the beam, noting which way it goes.If it's the wong beam, put it back as it was and look for another adjuster.
Then stand the car about 10 yds from the wall and adjust the low light to match the other.
