rebuilding my ver 5 sti and put all wiring and engine in and all was starting and running fine

i left car for few weeks and went out and it started fine so put carpet in and top half of dash then went to start it and wouldnt start
checked everythin but when i tried starting clock was flickering and going back to 1.00 everytime i turned the key
checked all earths cleand and replaced and still doing ste same with fuel pump relays clicking like mad to
i changed all relays still nothing
power is getting to wire at plug for relay but when i bridge the wire it kicks in and starts pump is going on when u turn ignition on and off when u turn off when its bridged any ideas and is this safe
