Whenever my car is on and the parking brake is off, the headlights are on, not full power but they are on. I live in a rural area and at times I do not want my headlights on...like driving into a dark campground late at night, up to the hotsprings, pretty much anywhere people are outside and their eyes are adjusted to the dark I do not want to be driving in with my headlights on.

My car is a 06 Impreza outback sport.

Does anyone know how to disable this irritating feature?

I doubt you can, they are known as "daylight riding lights".

Have a word with a local dealer, or e-mail Subaru USA.
