Harvey Smith has done quite a few tests on this and currently rates Philips Rally 100/90's, although so-called uprated bulbs are good ,so long as you buy known makes, Osram, Philips, GE, (Halfords are GE made, and currently on BOGOF).
Avoid anything purporting to be Xenon, having a blue tint and any cheap unnamed copies, they are mostly junk.
PIAA are MASSIVELY overpriced and nowhere near as good as they advertise

Been through many bulbs in my time (PIAA, Philips etc) and have settled on the Halfords Super Brilliance Blue (not blue at all) Very happy with both dipped and main beam performance.
To be perfectly honest the only car i've had which i can truely say was awsome in the light stakes at night was my Elise and that was plain a simply because of the optional driving lights. Is changing the fogs for driving lights an option?
