headlight alignment on a classic

headlight alignment on a classic
hi all
for a while the lights on my classic wagon have been way off, passenger one seems to be right and the drivers one is up in the sky, ive adjusted them tonight so that they are both at the same level but when i use the switch in the car that moves them up and down they dont travel the same distance, passenger one moves from 0 - 3 but the drivers is only 0 - 1 on the switch.
any ideas on this?
want to get it sorted because is getting darker now winters coming.

solved the problem, the ball joint from the motor had come out of the socket inside the headlamp, probably popped out when i changed the bulb. all sorted now
