Horn is dead but confused when checking with multi meter!

Horn is dead but confused when checking with multi meter!
Hi all, HELP¬¬!!!
My bros horn stopped working. (V4 sti import 1997)
Checked wiring behind steering wheel and looks fine.
When i used a multi meter to check.. I pulled off the 2 connectors from the horn touch multi to both and it has continuity without pressing horn. also checked both connectors are ground
. whats going on here?
should there be another connector maybe underneath horn where i cant see?!!
