Legacy GT rear fog light

Has anyone fitted a fog light to a Japan-spec Legacy estate for the SVA test?
It would seem logical to use one side of the tailgate tail lamps (disconnecting the remaining) and fit in the correct bulb but someone has told me that this would mean the fog lamp was too close to the outer tail lamps/brake lamps. Anyone shed any light on this?
I'm trying to avoid the 'bolt-on' foglamp kit though it might be necessary for a temporary solution.

I've recently dummied up a couple of imprezas. Used one of the reverse lights and red film from a Car shop (used for repairing cracked lenses). looked great.

Thanks for comment John, I noticed the thread in the 'Scottish' forum previously.
Using the reverse light would not be an option as the light is immediately below the tail/stop lamp in the tailgate and needs to be 100mm (I think) from any stop lamp. It would work if the outer stop/tail lamps are deemed sufficient/legal when you could disconnect the tailgate ones. If these are disconnected then it's as well to use the red lense anyway.
My current plan is to disconnect the tailgate stop/tail lamps and fit a 20W bulb to the O/S lamp, then blank off part of the inner face of the lens so that there is a 100mm gap between visible light. Being a very wide lens this should still leave a reasonable lamp.
Anyone tried this with the Vehicle Inspectorate's consent?
