I've had my wagon for about a year now and have pondered over this very same question. I have seen intermittant wiper modules that can be plugged into your existing wipers in places like Halfords. How they are connected is the issue, ideally we need an extra position on the stalk switch, however, failing this an external switch which enables the delay module would be required.
Another way to approach this would be to use a fairly simple timer circuit (there used to be kits for this type of thing from Maplin) that could have an adjustable time delay.
