The headlamp adjusters are motors with a rod that has a ball on
the end that fits into a socket within the headlamp assembly. The
motor has a worm gear which moves the rod in and out which in turn moves the headlamp lens up and down. If the ball and socket has become detached you will need to relocate same otherwise the unit will move around. Relocating the unit is awkward as space is limited. If I remember correctly a few years ago I had a similar problem with one headlamp and I found the easiest thing to do was to remove the unit to work on it.
Good luck.
