Noticed both lights are out - the tap test didn't get them working. Had trouble with one of them at the MOT but it started working during the test. Any ideas how to get the rusted screws out to change the bulbs?

Its a common fault !
If the screw are well rusted try cutting a new screwdriver slot with a hacksaw blade.
Mine (MY99) was so bad I ended up using mole grips to turn the blob of rust.
Once the plastic cover is off changing the bulb is easy.
I replaced the OEM screws with self tappers and covered them in copper ease so they wouldn't rust again.

You may find the "tap" method is down to a loose bracket.
Not an easy job but it can be tightened.
Don't try tightening the nut that you can see on the bracket - thats welded to the bracket - you need to get to the head of the screw that goes through the nut.

Look in the gap between the bumper and metal part of the boot (boot open at this point)and you will see 5 small plastic grommet /screw type things. These are what hold the top of the bumper to the bodywork.
Using a flat screwdriver "flick" the grommets up.
You can now pull / lever the bumper out just enough to see a cross headed type screw. Tighten the screw to pull the bulb bracket up.
Putting the screw / grommets back is a little tricky.
I found lying on my back under the car and doing it by "feel" was easier than trying to bend my arm trough 180 degrees so I could see what I was doing.
