A few questions about the UK 300 lights

First of all, are they a quality product? Second, will I need to buy any other parts in order to install it on a 2003 WRX? Lastly, does any one know if they are street legal in the U.S.?

yep, they're a decent product
the only bit I've found "wrong" with mine (and other people have the same issue) is that the rubber sealant strips that go between the lights and the body is orientated about 1" out i.e. should be shunted round a bit when it's put onto the lights . Suppose it's possible to cut the long end off and stick it on the short end but I didn't bother
as for spare parts, you get all the "extra" fittings you need in the box (for UK spec anyway) and the instructions tell you what tools you need AFAIR.

arn't MY03 in the States equivaleent to our MY02 over here? if they are then they should fit but make sure you get a set that puts the beam pattern the correct way (difference of driving on the left / right etc)
there's been a fair few posts regarding the leveling motor connections - these might be your only problem or just fit them without connecting the motor...
as for being street legal, I'm no lawyer but as you can buy a prodrive spec WRX over there with them on (I saw a copy af a Yank tuning mag with a review of it in anyway), I shouldn't have thought there'd be any probs
