Interior Lights/Fog Lights/Headlight Adjuster not working

Hi guys,
Car is MY 97 UK Impreza Turbo 2000

As above my front fogs aren't working. Rear fog works. I can hear the replay clicking when i press the switch for the fronts and the button lights up.
Also my interior lights don't come on when doors are opened or the button is pressed, not sure if they are related to the fogs not coming on?

Checked the fuses on the driver side where the pedals are and also in the engine bay. All look good.
I'm new to Subaru cars so I may have missed a relay or something?

Front Fogs:
Fuse for relay coil supply is no 9 (fuse board -drivers right knee) - would seem OK as you can hear it.
Fuse for main supply is no 4 in fuse board.

AFAIK the interior "room light" has a three position switch "on"; "off"; "on with door switches". The "spot lights" just switch on or off.
