rev dial flick test?

Ok the continued saga of me feked up rev dial c/o white dial thang:
I've had a replacement rev thingy from a breakers but i have a nasty feeling it's already **** up!
Just wanted 2 check b4 moanin & bitchin, & i shall try it plugged in 2moz just 4 da hell of it.
Anyway my question is when the whole rev thing is removed & the needle is pushed around will it still return 2 zero once over the 12 o'clock position (5000rpm or so) or will this only really happen when plugged in? It's just the spindle still seems 2 come out just slightly but since this is what had feked up my previous attempts although admittedly more obviously i'm sceptical that it is in full working order
Obviously best way is 2 try it but i just wanted 2 check if it should return 2 zero in an unplugged state from say 7000rpm?
