I would give it a dam good clean then a light rub down with wet'n'dry then a light dusting with an etching spray to give a good key for the paint to stick to and then about 4 light coats of acrylic auto spray paint for a gloss finish. Would love to see some pics when you're done as I am thinking of doing the same.

No need to paint, looks very aftermarket, instead do this :
Buy some leather (or vinyl leather look), a spray can with glue and degreaser.
Use a hot air gun to mould the leather around and start glueing and cutting.

In a good curtains and fabric shop they must be able to help you.
Buy the thinnest vynil or leather that you can find, to make it yourtself easy. It's not that difficult but you have to glue the leather/vynil around the tiniest edges and so...
If you start to glue, use a two-components type, everything else begins to pel off after a while (especially from sunshine...).

Very nice mate - I didn't realise what you'd done at first it's such a good job.
I'm gonna go for one of the Momo gear sticks to match my Race Air ****.
Crap pic - but you get the idea.
