Fitting third inertia reel seat belt?

Hi, pal of mine has MY97 4 dr, has 2 kids and now number 3 on the way but doesn't want to sell, needs a inertia reel belt in place of the lap belt for the childrens seat.
Does anyone know if this can be done or have had it done, and if so anybody got a name where it can be done, preferably in the Midlands area.
Heritage have told him its a no go but I thought I would ask the question on here just in case.

We had this problem...
Some of the child seats will work OK with lap-belt only. We have Britax 'Eclipse' I think.
The lap belt connection to the 'female' part of the joint is too long on the Subarus. I have had a mate at work cut a metal loop wide enough to be able to push a loop of seatbelt webing through. I will use a piece of tube to restrain the webing loop which should allow the buckle to sit down the side of the chair base and function correctly.
I haven't actually assembled it in the car yet but could send you a pic if you are interested.
